The Association of clusters and technoparks of Russia summed up the results of the VI National rating of technoparks of Russia. In 2020, the rating includes 41 technoparks and nanotechnology centers from 23 regions. Experts evaluated the best management practices and contribution to the development of the high-tech sector of the Russian economy.

Industrial technology parks today are sites equipped with production and technological equipment, whose residents specialize in the production of industrial products, the provision of specialized services, research and development. Russia has 179 technology parks in 55 regions, including 65 industrial parks. 50 of them are successfully operating in 2020, and 15 are in the process of being created.

In the ranking of 2020 included 41 Park and the nanotechnology centre of the 23 regions. However, the sample did not include technoparks operating at universities (due to the significant difference in the operating model), as well as those commissioned in 2020. Technoparks in Moscow, Samara, Sverdlovsk, Nizhny Novgorod, Penza, and Ulyanovsk regions, as well as the Republics of Mordovia, Tatarstan, and Bashkortostan, and Perm Krai demonstrated the highest efficiency.

In 2020, the rating methodology has changed, and the composition of the expert Council has also changed. It included: representatives of state authorities (State Duma, Ministry of industry and trade, Ministry of economic development of Russia), as well as development institutions, experts and the business community (industry development Fund, Fund for infrastructure and educational programs of RUSNANO, JSC "Corporation "SMEs", the State Corporation for the development of "the web.Russian Federation", Analytical center under the Government of the Russian Federation, the Russian Union of Industrialists and entrepreneurs, JSC "Russian export center", Intel Corporation, etc.).

In 2020, technoparks were evaluated using 20 indicators divided into 5 groups (sub-indices): S1 – "Innovation activity of Technopark residents", S2 – "Economic activity of Technopark residents", S3 – "Efficiency of the Technopark management company", S4 – "investment attractiveness of the Technopark" and S5 – "information openness of the Technopark and contribution to sustainable development". In the new version of the methodology, the formula for calculating the financial stability of the Technopark management company was changed.

"Every year, the rating methodology is improved as a result of interaction with the expert community, which makes it possible to increase the accuracy and objectivity of evaluating the activities of residents and management companies of technoparks. The results of the rating are used by representatives of state authorities and business to determine the most effective technoparks in the country, as well as to identify and replicate the best practices of managing technoparks and interacting with residents. The leaders in terms of performance can include technoparks with a variety of operating models-both those created on greenfield sites and those developing on the territories of industrial enterprises. More and more Technopark management companies operate without attracting budget funds, including by providing basic and specialized services to residents. The growth in indicators of innovation activity of residents indicates that high-tech enterprises are concentrated in technoparks, effectively implementing advanced production technologies, " said Andrey Shpilenko, Director of The Association of clusters and technoparks of Russia.

"Industrial technology parks are one of the key elements of the industrial infrastructure that contributes to the development and development of competitive products, expansion of cooperation between small technology companies and large businesses, as well as the introduction of advanced production technologies. Today, industrial technology parks are an important tool for the development of high-tech sectors of Russian industry with high growth potential.

The most important step in the development of this tool was the approval of requirements for industrial technoparks in accordance with the decree of the Government of the Russian Federation No. 1863 of December 27, 2019. The existence of a single set of requirements will help to unify the terminology base and approaches to support industrial technology parks at the Federal and regional levels.

One of the most significant Federal measures to support the creation of industrial and technological infrastructure is the reimbursement of regional expenses for the creation of industrial technology Park infrastructure through the refund of taxes and customs duties paid by residents. This measure is implemented by the Ministry of industry and trade of the Russian Federation in accordance with government decree No. 1119 of October 30, 2014. In 2020, a number of changes were made to the resolution, which made it possible to increase the volume and timing of cost recovery. The Russian Ministry of industry and trade also plans to launch a similar mechanism in 2021, but with direct reimbursement of the costs of managing companies of industrial technoparks from the Federal budget.

Currently, the Ministry of industry and trade, with the assistance of the Association of clusters and technoparks of Russia continues work on introduction of uniform requirements to industrial technoparks, eliminating contradictions between norms of Federal and regional legislation and improvement of measures to support industrial parks. We look forward to further productive cooperation with the Association in the development of Russian technoparks and improving the efficiency of their activities," added Denis Manturov, Minister of industry and trade of the Russian Federation.

Based on the results of calculating the indicators of technoparks, the rating participants were divided into 4 groups: the highest, high, moderately high and sufficient level of efficiency of the Technopark. Residents of all technoparks participating in the rating show high growth rates in key performance indicators: the growth rate of resident revenue in 2018-2019 was 14%, residents ' R & d expenses increased more than 2 times, and the growth rate of the number of resident employees was 9%.

Rameyev high-tech Technopark rose by 10 positions and took 8th place in the rating, thus falling into the group of technoparks with the highest level of operational efficiency (over 110%). The Technopark is among the top ten in the sub-indexes S2 - "Economic activity of Technopark residents" and S5 - "Information openness and contribution to sustainable development".
